A Roland man was arrested April 21 and charged with failure to register as a sex offender, according to police reports.
Matthew Sebastian Dodgin, 29, faces up to five years in prison and/or a fine of up to $5,000 on the felony charge.
On April 21, a pair of Roland police officers went to an apartment complex on Dorcus Street in reference to a subject, identified as Dodgin, failing to comply with sex offender registry.
Dodgin had been told by a dispatch supervisor that he couldn’t register at the Dorcus Street address because it is within 2,000 feet of a public park but he allegedly continued to live at that location. Dodgin had registered at his mother’s address but did not reside there.
Once the officers got to the apartment it appeared that no one was home. The officers spoke to a neighbor, who told them he had seen a man staying at the apartment in question for about two months and that he had seen children around the age of 6 in the apartment as well.
While speaking with the neighbor, a vehicle matching the description of one Dodgin had been seen in pulled in front of the apartment. The neighbor identified the male in the car as Dodgin, who was then placed under arrest.
Dodgin told police that he did not live at the Dorcus Street apartment but that his wife was living there and he had come by to visit her.
After the arrest, police began speaking with Dodgin’s wife, Allison Knapp. She told them Dodgin stayed the night sometimes and when asked how many consecutive nights he stayed she said “three.” Knapp was then asked if Dodgin had any belongings in the home and she said yes and admitted that he also receives mail and packages at that address.
Eventually Knapp admitted Dodgin had been living at the apartment for about a month.
Once at the Roland Police Department, Dodgin told officers that he stays the night at the apartment sometimes because of his wife and also that he didn’t want to stay at his mother’s address. He was upset that he could not register at the apartment’s address so he could be with his wife, the report reveals.
