Muldrow Man Indicted by Federal Grand Jury

Ryan Edward Offineer, 41, of Muldrow has been indicted by a federal grand jury on charges of sexual exploitation of children and possession of certain material involving the sexual exploitation of minors.

The Indictment alleges that on or about June 2013, Offineer employed, used, persuaded, induced, enticed, and coerced, and attempted to employ, use, persuade, induce, entice and coerce R.M. and C.O., persons under the age of eighteen years, to engage in sexually explicit conduct for the purpose of producing visual depiction of such conduct. 

The crime is punishable by not less than 15 years imprisonment, a fine up to $250,000.00 or both. 

The Indictment further alleges that beginning in or about June 2013, to on or about March 7, Offineer possessed, attempted to possess and access with intent to view, matters which contained visual depictions involving the use of minors engaging in sexually explicit conduct.

That crime is punishable by not less than 10 years imprisonment, a fine up to $250,000.00 or both. 

The charges arose from an investigation by Homeland Security Investigations (HSI), which resulted in Offineer’s arrest on March 7 by HSI agents with the assistance of area law enforcement organizations.

At that time Offineer was described as a traveling girls softball coach, who coached independent teams. He was not affiliated with Muldrow or any other local schools.
